take your bike down to a car spray shop. they should have a shultz gun. this can be placed against one of the bottle cage holes and sprayed. it atomizes a waxoyl ike substance which will stick to the internal suface of the tube. this can be done on any tube which is open to the elements (i.e has a hole in it like the down tube or stays) you should be able to do it from the head tube aswell for the top tube.
