Says on the down tube that it's a caygill (is it arthur?). Do you think it's been rebranded?

Provenrad has one, affectionately known as gaykill, or scargill.

It used to be a Roberts in white and had spots of rust all over it,but I decided it would look better in team colour`s I think its come up really well and would recommend Caygill Cycles for good quality resprays.

Looks cool, i like it. The stem/bar combo look "pouncy" like a cat, if you get what I mean?

I have no idea what the frame mightve been, but a good place to look is on all the lugs,bb and dropouts for stamps. They may just be the brands of lug maker, but they can give you an idea at least. And sometimes the frame maker might be there too.

Team Welwyn is a cycle club in Hertfortshire, I believe......Frame by Caygill, i would imagine........not surprisingly, I like Arthur Scargill!
