My PAC doesn't have one and it's never leaked. I vaguely remember someone, perhaps Buffalo Bill, posting on here that their PAC was waterproof for about 2 years of messengering. So I wouldn't worry.
I was just looking at Chicago Wig bags and it doesn't look like they do either.
Surely a floating liner means less stitching for the manufacturer anyway? And hence lowers the cost of the bag. So it's just a 'feature' that is really just a benefit for the manufacturer. I don't make bags, so I'm not sure.
