Depends on too many factors to say how long a chainring should last: what weather it's ridden in, how clean the chain is kept, how well lubed the chain is kept, how perfect the chainline is, and so on.
It won't be that the chainring was fitted off centre it's just where no crank spiders are perfectly round. My Miche cranks and chainring have a bit that's slightly worn more than others. It's normal.
You might find it difficult to find a 130mm BCD chainring that is 1/8" because 1/8" is traditionally for track, and track cranks are usually 144mm BCD. 3/32" chainring will work with 1/8" chain.
