What is the best lock?

I ride with normal flats, clip-on aren't an option since you can't get a converse with a clip-on in it, also after speeding down kennington's on very bumpy road occasionally getting my feet thrown off the pedals, a strap seemed like a good idea now.

toe clips maybe? nice steel cages with leather straps is what i just put on mine.
