@Pajamers. I would recommend borrowing a pipe cutter for a cleanest cut of your risers. However I am happy to do them if you wish and have always achieved a good result myself. Bring with you a rule or ruler, some masking or insulation tape (for marking) and if they are not on a bike a rag / old t shirt so when I stand on them to hold the bars securely I don't scratch them.
