spray in a load of wd40, let it soak then give it some elbow grease.
also you quite often need to hit the bolt in a quill stem to make it come out, even when it's not seized.
loosen the bolt off so that it's sticking up then give it a whack with something. i usually just leave the alan key sticking out the bolt then hit that with my fist (cos i'm a geordie and we geordies are hard as nails).
