wait by some lights and watch 100 lemmings ride straight through (must keep looking straight ahead, must keep going straight ahead at all costs) most of them need to learn to LOOK when they ride, so they deserve a fine IMO, just for being blinkered noddys.
Imagine trying to catch all the motorists using mobile phones?
you'd have to have a squad car for every motor on the road, all over the town.
