with the cog and 'ring properly tightened, the threads are under a more constant stress which they can deal with. if the 'ring is loose the cog will perpetually unscrew and tighten again, putting the threads under repetitive impact loads, which they are NOT designed to deal with.
Analogy: Hitting a nail with a hammer makes it go into piece of wood. It's harder to push it in with the same hammer.
