you could sort out something pretty reasonable for that price. i'd look into converting an old road bike.
you should be able to track down an old 531 frame on ebay/gumtree/maybe here. i got one on ebay for 40 quid a while ago.
just don't search for "fixed" "track" "fixie" "pista" etc. things with those words in the title always end up more expensive than things listed as "road" or "racing", even for the same product.
