i'd imagine this is because in an emergency situation it's very difficult to brake with your legs and your hands at the same time whilst trying to avoid a car/ped/wall.
not so, IME.
for me, it's instinctive.
but that's resisting with the legs and using the brake, which is the fastest way to stop a fixed bike going at a decent pace.
when I skid, I do it to scrub speed, and keep well away from the brake.
