I'm sure this was covered elsewhere...
... but yeah, my mostly stock Condor alu pista (purchased for about half the amount you mention) comes in at 14.5lb with pedals/brake, and no esoteric parts (not even a whiff of carbon).
It's tough enough for London streets, hillclimbs, century rides, whatever - for 5 years so far :)
