No, it is there to allow you to tension the headset - once the headset is tuned up and the stem is locked down to the steerer you can take it off if you wish.

£10 on a stem top cap, I think you are letting the side down, I expect nothing less than a £40 top cap on your bikes. Maybe get one custom made from spider silk ?
Hello,
I've just been playing around with flipping over my my stem (Bontrager select) and overtightenened the headset putting it back together in which cracked the plastic cap of my headset. Does anyone know where I could get a new one? I presume the cap is mainly there to stop dust etc getting in? Cheers - Andy
