Have you checked ebay, there's a 650 white deep v with brake surface, going for £150, also the same shop (BLB vintage) has a 650c shamal, very light and bling. Can collect from the shop if you live in london.
...oh, just checked, the shamal is a tub. Loadsa 650 tubs on the bay at the moment.
There's this wheelset, guess you could buy it and sell the rear?
Or ask them if they'd build/sell you a front actually.
