See what everyone's getting at and in a massive roundabout way it is solely down to the parents.
Most parents haven't got a scooby what their kids get up to these days. In fact I think some don't even know that they're bunking off school and running around in gangs

Always makes me roll my eyes when you hear of some 15yo kid getting murdered and the parents come on booin givin it 'he was such a lovely boy, loved by everyone, never in trouble or had anything to do with gangs'
2 days later it'll transpire he'd carried a knife for 3years, was in a 25strong gang and had mugged atleast 10 people.....
