You should be able to get a wheel sized box from a bike shop then pack them up as well as you can with bubblewrap and post them. Not sure I'd use Royal Mail as they tend to be pricey but there are plenty of couriers out there.
I've had a bike I bought on ebay shipped over from Australia and it arrived unscathed. Wheels are robust and as long as you pack them well should be okay.
