machined braking surfaces are a new thing, relatively. They make you stop better but brakes work relatively ok on a non-machined rim too. :)

You can 'machine' it yourself using a brake. It'll be abit uneven and crap at first, but soon wears in nicely.
Course, the anod black will probably rub off. Which ends up being the same as getting a machined black one, but that looks a bit shitter whilst you're rubbing it off.
go for machined if looks are your bag, or SILVER! all the cool kids are rocking silver everything.
