Well if you're really on a budget then maybe you should see about getting a 2nd hand one? ebay or post a wanted ad here. Or find out about a community bike project in your area.
Failing that someone else on here will have to recommend you a shop in your area. I'm not in London or Brum.
You could do with being slightly more specific with your request. What size wheel are you after? Is it a 700? a 27"? An MTB?
