Why would anyone pay that much for a pair of bars. Am I missing something? If I liked those bars that much and they where no longer sold I would just take the measurements to a frame builder and them knocked up.

It's an old (Imperial) wheel size - different from 700c [though confusingly many 700c tubular tires are marked 28"].

Ribble has similar, just add Alpina forks which they also sell.
