For scale, the bolt-up clamp isn't big enough to fit around a top-tube with the bolt installed (which looks original). It would fit to a fork blade or stay.

Agree with murtle (for once). To hold a secondary wheel, hence the bit of felt in there to protect the rim.

It's definitely a clamp for something, though not a wheel...
(although, I'm starting to question whether it is what I was told it is.. think so though, seems well suited.)

That is what I was think but from the photos I have seen people seem to carry the racing wheel on the bars and if the clamp won't fit round a top tube it will not fit around the bars.
