Sorry - those photos don't show much!
When you take off the top cap - the stem should be visibly proud of the top of the steerer.
i.e. when the top cap is tightened it is compressing the stem, spacers, and hence bearings. (rather than only squashing against the top of your steerer)
Where is the bike from? they should sort it for you.. :-)
