Offer a lowball price. say 250 dollars.
If the 'notable parts' list starts off with a formula hub, AND the owner isn't even proud enough of their bike to take a decent photo, then dale is probably right... ;-)
If you like it and it rides nicely then it may actually be worth a bit more.
