They look suspiciously like TA Specilities cranks. (like: http://cgi.ebay.co.uk/Strong-Light-compatable-TA-170mm-Cranks_W0QQitemZ280211475502QQihZ018QQcategoryZ56197QQssPageNameZWDVWQQrdZ1QQcmdZViewItem)
They'll need a TA specific crank puller if you want to remove them.
