The Surly fixer needs spacers to fit 135mm + if you re-dish the wheel it will still have a narrower flange width than a SS MTB hub.
Phil Wood if you can afford, it will hold its value.
Else I still think a SS / Disc hub will be fine. You would want the option of putting a freewheel on I suspect, so brakeless at the back will restrict you.
