If you run a brake it makes more sense to run it like this. As the pads, wear down and the cable slackens you can rotate the lever downwards incrementally and retain the same quality of breaking. The only reason you'd ever need to set the brake up "properly" is if you had 28s in there or some weird fucking Cyclocross tyres.
