First of all F, lose the capitals, IT MAKES IT SOUND LIKE YOU'RE SHOUTING THE WHOLE TIME.
Second, to skid without leaning forward, thereby slowing yourself down in a faster and more controlled manner, is the same process as skidding with leaning forward, but slightly more tricky.
Basically, you need to lock your legs with the pedals more or less horizontal, pulling up with your leading leg and pushing down with your trailing leg (for which you need to be clipped into the pedals, doing it on flats is hard, more on that later). Your leading leg is usually the one dictated by your dominant side (so i'm right handed, my right leg is my leading leg), but its not always true. The thing that makes it harder without leaning forward is that a) you need to be more accurate in the positioning of your feet, and b) this method is meant to slow you down, so it requires more physical effort.
Tips that made it easier for me - lower the gearing on your bike, this will make it easier - also at first it'll help to keep yer bum off the saddle.
Doing it without clipped in is for experts only - you could probably do it solely by pushing down but this will take a lot of strength. Alternatively you could do a 'jamaican skid', where you put your leading foot under the leading pedal and pull up. This isn't realy recommended, especially if you're a beginner.
So in conclusion, before even trying to skid, get some bloody clips & straps/powergrips. Then try again, as above.
