around there you can get winds of 15-20 mph easy, they reach as high as 60mph guts some days.

well the bike rack is on top of a massive hill how you get there is you take the bike path which ends at a narrow stair case (about as wide as my hips) and that goes up to a just as narrow path up the side, hits another staircase that curls around as it goes up (so your looking the way you came) and another sloping path. it repeats about 15 times.
the curling back stairway is called a switchback.

Yes, that is orange construction tape, and yes that is a fixed gear snacking on MTBs
