i find, that you stare where you 'going' to and don't look them in the eye at all, it seems to work on hungerford bridge with the tourists, who are all snapping the london eye or when i ...ahem...mount the pavement occasionally. They can tell from your eyes where you intend to be. Looking people in the eye just confuses them and they have no doubt where you intend to be if you look at the line your taking. Same thing happens when your walking, if you look someone in the eye, you both gravitate towards each other, but if you look to your intended direction you tend not to do the funky chicken.
