the pista i think has english thread, and shimano style BB cups, so tool-wise you'll need:
8 Mil allen key to get the bolts out of the cranks (make sure you have a big one to get decent leverage)
Crank extractor (standard campagnolo size - used by everyone except TA and Stronglight) + either a socket set or a nice big adjustable spanner or neither depending on the crank extractor
Shimano BB tool + either a socket set or a nice big adjustable spanner
Beer (one should do)
You might not even need the shimano BB, it could simply be a case of swapping the cranks. Things to think about are the chainring size(s) on the tiagra cranks and the influence of road cranks on the chainline of a track bike. The stock cranks aren't amazing on the bianchi, but i'm not sure if tiagra would be much of an upgrade.
