I actually heard back from the framebuilder and he said "it should be fine if you stay off the cream cakes" although I discovered I needed it even higher and didn't use it in the end.
75mm sounds like plenty enough, (I only had 45mm) but if the seat tube has a long collar and you're messing with Tynan's Line then that puts you in a quandry, weighing 2 stone helps, but you need to be below the line.
