I'd wait around for ebay as well, unless you're really keen on a quick solution.
49 is fine for the velodrome - 49x15 gives 88 gear inches which is about right and you can go up to 14 or 13 or down to 16 or even 17 and have a good range of gears.
49x19 happens to be the ratio I think is best for the road as it's about 70 gear inches and with 19 skid patches.
