umm what about get a new frame...? seems like a load of hassle for a cro-mo frame to me... but I have bugger all experience in this matter (never changed dropouts>ends), except that I ride a Tange frame (when its raining) and its heavy and rides like a ship. Maybe your frame is something really special, or you're short of cash and looking for a cheap way to get your clearances down, both of which I imagine are good reasons.
