That's what I thought about London, and I used to mostly hang out on the Chicago forum and was envious of their community.
My advice: Start a "fixed gear paris" forum using Vanilla software, and email all cycling blogs in Paris, and wait.
697 Parisians visited LondonFgSs.com in the last month. There is an audience and people there who are into it, all you need for a community is to give them a way to come together, and all you need for a tricks/polo scene is a community large enough so that the x% of people who want to do that make up enough numbers that it becomes supportable.
If you build it, they will come.
