it happens a lot to me. tyres flicks projectiles across. couple of times ive heard it ping hard against car/van sidepanels....ill try to look, but mostly i just keep goin. dont want to bother with what could possibly become a pointless argument over a tiny bit of accidental damage. maybe if it's something big, on glass like that, id prob stop if theres any injury to driver/passenger.
could go the other way too. a pebble once hit me in the leg when a car flicked it my way. made me think that maybe i should wear protective eyewear at all times.

battersea park road / elms lane city bound. just the right amount and right size pebbles...bus lane puts you in a good enough dist to get the pebbles at good height aiming for nearest adjacent vehicles. sticky rubbery tyre (rubinos) on 90-100 should just about do it

i did stop to see if the driver was ok, he was, but he could hardly string a sentence together - he had most of the window in his lap, looking very startled like.
it'd would be a neat trick to do it by design. ninja cyclists could perfect the technique with hand fulls of the 'right gravel' to deploy under tyres. -

poloengers will remember me slipping on gravel and almost taking rob and dicki out.
at the top of pentonville road, just before the angel, i went over some gravel and stone pinged up and smashed the side window of the car driving alongside. neither of us could believe it.
