I believe the frames were made in Italy by Torpado. (Though at some point in the 90's Ciocc took over). They made frames from mainly Columbus Tubing. Whilst making their own brand frames, they were also recruited by companies to make signature frames for them and their riders. You may also find that their 90's whacky sprayjobs can be seen on different branded bikes. (e.g They made my Paganini frame for a Belgian department store! I saw an image on the net of a Concorde with identical sprayjob but obviously different logos and type). If you search 'torpado' you should get some info. I think they made 'Merckx' frames too.
You can see the similarities in their builds. Italian highest quality.
And yes...Concorde were Italian. I guess dating your frame will determine it's maker.
It looks like the track version of my Paganini (which has Concorde forks) made by Torpado in the early 90's.
