Those tools are only a couple of quid and when you have a stubborn bolt you'll be glad of owning one. I don't threadlock but I've lost chainring bolts before so I don't see why not. Depends on the type of threadlocker.. you could use the 'not actually glued solid' stuff just to add friction to the threads..
