it looks like the welder wanted to make a presuit bike, but after the first weld realized he had put the head tube in the seat tube jig, so he just flipped it around and finished it. also it looks like (may just be the crapy web photo) the tig welds have been sanded, personally i would think trek would still know better then to do that
