CHUG_IT just use a long socket bit and tap it in with a hammer to the required depth

This may be a stupid question but had all my bit taken of my bike on the weekend and have been replacing with new parts. I noticed my origional nut was sitting flush on the top of the steerer tubeand was damaged was damaged and i managed to get it out.Having a feel around with my finger in the tube it seems that it was origionally about located around 15mm down....would that sound about right?
