You could get the bike powder coated your main colour then paint the lugs yourself with an enamel paint or car paint. if you make mistake the powder coat will laugh at paint-stripper so just clean the lugs up with that and try again. for a lasting finish you should key the powder coat on the lugs with some sand paper first to roughen the surface so the paint has something to stick to.
