If you don't find an answer, don't be surprised if it is not homemade - I have made a few brake lever and gear shifters over the years and they always look similar to the above - no branding - no colour finishing - always alloy.

it looks like an Acor lever that has been stripped, but i think those are anodised. maybe they started making them in silver? definitely the same template as Acor though.

I've read that somebody dipped theirs in oven cleaner to strip the paint.

Paint will come off with Nitromors, but I think these kinds of things are usually hard anodised.
If you want to remove the anodising, use an oven cleaner with Sodium Hydroxide - 'Kleen Off™' is good so is 'Easy Off™', but stuff like 'Mr Muscle™' has not got the magic ingredient - so watch what you buy/waste your money on.
