I'm pretty sure thats not a valve as such.
Its just an extender, a brass tube that screws onto the threads that usually hold the dust cap on the presta below.
I'm guessing there tubs on it, like glued on thres? The extender is put on to get you through the deep section Heds.
I think a schrader should fit on to it.
Its a pretty pikey way to do it, as you can never screw the presta tight. I have conti tubs and extenders, with contis system you unscrew the valve core put in the extender piece, then put the valve core back at the end. Much better.
I've just re-read that and its very confusing.

thats a really nice bike, but it might look odd on the street, because everything about it says track, maybe flip the bars to a set of risers and ourys then it will just scream street ride.

the valve thing is an extender. i got some monster 52mm valve tubes for my deep v's, but don't think they will be long enough for those!
