What more is there to say, he's just some miserable cunt, it's a little late now, but I would be hard pushed (no pun intended - honestly!) not to get up and apprehend the fucker, actual bodily harm is a criminal offence in English law (to be precise it is a 'hybrid' criminal/civil offense) which means you can detain him (citizens arrest) as you get someone to call the police (you cannot arrest someone for a civil offense).
Its your call, most fuckers like the old bastard who put you on the ground, shit themselves when they find someone grabbing their arm and phoning the police - or they just might beat the shit out of you ! - like I said, your call.
Personally I would srtuggle to not go after him, that is why god gave us U-locks.
