Anyone bought Phil Wood hubs mailorder from the states?

Soweto888 Universal Cycles in Portland sent me a Nitto stem last month. The total cost, including postage, was about thirty quid. They had marked the price down a wee bit. But by rights, I should've still had to pay excise on it. And yet Mr Postman handed it over without demanding monies. There's no rhyme or reason to it. Just seems to be down to luck.
