The mudguards are attached to the frame not the wheels, so you'd mend it the way you'd mend any puncture. Take it to cyclesurgery and pay them £10 to do it ;)

Or , if you're David, take it to Cyclefit and pay them £25 to do it and get them to change the bar tape for good measure
