Screwdriver and a rubber/wooden mallet. Don't keep hammering in the same place - little taps all the way round until it's loose.
Or a Dremel, if you're not bothered about rescuing the race.

Never atually used one I alway go for the hammer and screw drive method but you asked for diffrent options.

if you're gonna throw the race away, i usually use a lighter to warm up the race (trying not to warm the fork), so the race expands, then tap it off with a screwdriver/hammer a bit at a time all the way around...
I've a very old and knackered fork crown race on a not quite knackered set of forks. Any tips on getting it off? I'm happy to hear an official technique or anything basic/butchery. Ta
