hippy You wont need to replace the wheels on the Fuji straight up. Fit a brake and ride it.
The money you save on Tube fares you can put towards a new frame or replacing components..
Still keep an eye on this frame as well as ebay in general but you will find most 'bargains' are ramped up to stupid territory by dumb bidders.
That's what I'd do on low funds. Off the shelf is always cheaper. Everyone here will say build your own but if you've got no other bike I say "fsck that! get on a bike asap!"
this is what i did and i'm not regretting it one little bit!! i got lemond fillmore (bit more expensive than the fuji track) with straight handlebars and new brakes, but am already planning various bits of other stuff i would like to do soon - and i'm definitely saving on travel already, i can feel it :)
