A bent top tube suggests to me that the frame has been through the wars a bit - possibly headtube being bent one way or the other. I'd never be able to ride it for fear of it going tits up at the exact wrong moment.
If you want to some people like Argos will replace tubes for you, but it may be a expensive solution to an unnecessary problem. -

Small dents can be removed by rolling the tube between formed blocks or by suctioniong/gluing something to the dent and pulling.
As Mr Cheese said, I'd always question just what had happened to the frame and new tubes+paint are expensive.
I've seen a wicked vintage reynolds 531 frame for sale which is in excellent condition apart from two 2mm dints with surface rust and a slight bend of about 3/4mm on the top tube. I suspect that it's not really possible to bash out the dents but it is possible to straighten the top tube? if so, how would you go about doing that and is it expensive?
