Why just one side?
I generally get the tension pretty much where I want it and tighten the nuts so that they hold the wheel in place, but not fully tight.
Then adjust the tugs to get it perfect.
Then tighten the nuts fully.
Tugs on both side really help ease alignment plus tension. Not sure what the benefit of only doing half the job.
