You can heat them if you have access to oxy acetylene/propane to melt the brass/silver and lift them off, but you will still have to file them flat after, I removed a couple of cable bosses with heat and I need to go back and brass fill the small dents left by them and file them flat. For the canti brake bosses on my frame I'll just take an angle grinder to them to remove 95% of the boss and finish the last bit with a flat file.
Angle grinder and flat file IMHO

it's not a classic cinelli is it .... in which case leave the braze ons on
-

Carefully...
If you're sawing/filing off braze-ons on lightweight DB tubing which may be 0.5mm thick away from the butting you could mess your frame up.

Yeah only remove stuff if it is quite a crappy frame other wise t is worth keepng them on incase you or anyone else wants to run it geared later.

Yeah, I did it on my Trek S/S build, had a few wayward marks from hacksaw! Tried to file them smooth, but you can still see them a bit? Still it was a free frame and my first build, i'll be more careful next time.

These look decent and cheaper than Dremel? Oh, it is Dremel!!!

Draw round the braze-ons with a Chinagraph pencil, then when you file, as soon as you begin to remove the waxy pencil line...SHTOP...
Sounds like a good theory for not compromising the integrity of thin tubes, not sure I'd trust myself to try it out mind.

I did it, then resprayed the frame. I cut them off and then filed it down but I was still convinced there was still a bump so kept going, y'know? Anyway, I sprayed it and now it has some really noticeable bumps that go inwards in it.
But whatever.
