As far as i'm concerned gara is the equivalent of 531, columbus frames have always been a little heavier than reynolds, but the confusing thing about columbus is that have a lot of discontinued tube-sets that are still largely available. Eg sl or slx. I think columbus at the mometn are only producing Spirit,Life and Zona. Spirit being their best so far progressive butted steel.
Mind you a frame built by Roberts with Life tubes would cost almost a grand and weigh not more than 1.3 kg...
